AWT Mechanical Specialist

This is technical work in the design and analysis of electrical systems at the Advanced Wastewater Treatment Plant (AWTP) facilities and pump stations.  Bargaining unit position.

An employee in this class is responsible for providing mechanical expertise in the design and analysis of advanced wastewater mechanical systems. Work is of considerable difficulty involving troubleshooting complex problems and performing highly skilled mechanical tasks. Under general direction, the employee exercises considerable initiative and independent judgment in reviewing system designs and recommending changes in plant mechanical systems. One goal of this employee is to increase longevity and reliability of systems as part of the solution process. Work is reviewed through conferences, oral and written reports, observation of work performed, and result obtained.

Reviews system designs, specifications and products; recommends changes in plant mechanical systems; reads prints and mechanical drawings; performs operability reviews of processes, products and plant; attends pre-construction meetings for plant expansion and modification.

Monitors, reviews and validates work practices for quality control assurance of wastewater processes and to ensure adherence to safety standards in operation of plant equipment; writes Standard Operating Procedures (SOPs) relating to mechanical systems; works with outside vendors on mechanical equipment repairs; monitors productivity; monitors equipment repairs for progress and conformance to plans and standards; trains, evaluates and provides a list of proposed goals to help assess AWT technicians performance by Team Leaders.

Trouble-shoots complex problems and performs highly-skilled mechanical tasks; gathers historical data from Supervisory Control and Data Acquisition system (SCADA), Computerized Maintenance Management System (CMMS), and other sources; compiles, retrieves, compares and analyzes vibration reports and oil sample reports; recognizes and identifies trends in mechanical systems; recommends corrective actions.

Maintains and reviews technical reports, records and library; conducts research utilizing a wide variety of resources; recommends corrective actions based on knowledge of wideranging mechanical repair practices; reports to leadership including information on SOPs and work practices reviewed, written or modified; provide budget input.

Performs related work as required.

Advanced knowledge of: mechanical systems; wide-ranging mechanical repair practices; job related safety practices; predictive tools; all types of pumps, compressors, material handling equipment, engines, valves, piping and gas boilers; lubricates, oils, greases, dry cable etc; various types of couplings and bearings.

Intermediate knowledge of: new technologies and products; CMMS and SCADA systems; electrical systems.

Basic knowledge of: products; general contract provisions; equipment interface; time management; thermography; root cause analysis; contracts.

Advanced ability to: read prints and mechanical drawings; train, evaluate and assess the performance of AWT technicians; recognize and identify trends in mechanical systems.

Intermediate ability to: conduct research utilizing a wide variety of resources; compile, retrieve, compare and analyze vibration reports and oil sample reports; gather and interpret historical data from SCADA, CMMS, and other resources; utilize written communication in an effective manner.

Intermediate skill in: communications; technical writing; use of computers (Access, Excel, Word, Crystal Reports); interpersonal relations.

Accountabilities: no more than “x” hours of undocumented sick hours used per year; “x”% of design specification and product reviews done in agreed upon time; provide weekly reports to leadership that include information on SOPs and work practices reviewed, written, or modified; completes all troubleshooting, high skilled tasks requested by team leaders and provides solutions; provides solutions to problems that work and are agreed upon with related parties.

Graduation from an accredited high school or vocational school and 10 years of progressively responsible utility or industrial mechanical experience; or an equivalent combination of training and experience.

Possession of a valid Florida driver’s license.

Evaluation of education and experience. Drug testing is included in all pre-employment processing.

Employees may be required to work rotating shifts, including nights, weekends, holidays and overtime as needed. During periods when the Mayor issues an emergency declaration for the City of Tampa, all employees may be required to work in preparation, response or recovery activities related to the stated emergency.
